已经申请了UPC豁免，上架产品还是出现5461报错

2021年4月28号的时候，成功申请了UPC豁免，邮件内容是：
Hello from Amazon Selling Partner Support,

We would like to inform you that, as per our new policy, your request for the GTIN exemption for the below marketplace and category has been approved. This exemption will allow you to list the product without a GTIN. Please wait for 24 hours before you start listing your products.

Exemption provided for Brand: ** 品牌(please make sure to use the same brand name while listing the product)

Category: Tools & Home Improvement

Marketplace: GB

然后今天上架新品到同一个类目，却报错5461

5461可以申请白名单处理几分钟就好

报错5461，有无备案都可以的
