为什么专利投诉跟卖回失败？

最近被跟卖狗烦死了。刚好专利下来了。我就进了知识产权界面申请投诉。
多次投诉老回复投诉内容和证据不符。填写权利所有人和代理人都不行。有两点是要说明的，专利的申请人既不是品牌方也不是店铺公司或者法人。
请高手指教。
